THE DIGITAL SILK ROAD AS A NEW MODEL OF GLOBAL DIGITAL GOVERNANCE

This article explores the modern ecosystem and development vectors of China’s Digital Silk Road (DSR) as a critical component of the Belt and Road Initiative. It analyzes the strategic technological expansion of China through digital infrastructure projects, including undersea fiber optic cables, 5G networks, artificial intelligence (AI), and e-commerce platforms. The article outlines how major Chinese tech corporations (e.g., Huawei, ZTE, Hikvision, Dahua) are shaping global digital standards and deepening China's influence across Africa, Asia, South America, and beyond. Special attention is given to underwater cable infrastructure, 5G deployment, AI development, and China's digital engagement with developing regions. It also addresses the ideological and geopolitical narratives behind China's digital strategy, such as the concept of a “Community of Shared Destiny in Cyberspace.” The paper concludes that while the DSR offers economic and technological benefits to partner countries, it also raises concerns about digital dependence, sovereignty, and the monopolization of standards.
