Abstract

The preschool education system in Uzbekistan has undergone significant transformation since the country gained independence in 1991. This study analyzes the development of preschool education between 1991 and 2025, focusing on institutional reforms, policy changes, and the expansion of educational access. The research examines major stages of development, including the decline in preschool coverage during the early transition period and the rapid reforms implemented after 2017. Special attention is given to the modernization of curricula, the introduction of public–private partnerships, and the improvement of infrastructure and teacher training. The findings show that recent reforms have significantly increased preschool enrollment and improved educational quality, although challenges such as regional disparities and teacher shortages remain.
